There are no numbers on this page yet, and that is deliberate.

We publish the method before the results so the method can be argued with while it still matters. Scores appear when the first edition is complete and not before. An index that arrives fully formed, with no prior statement of how it was built, is marketing wearing a lab coat.

What it measures

Four dimensions, scored per organisation and aggregated.

Inventory

Can the organisation say what it is running, including what arrived as a feature of something else?

Attribution

Can it name who decided, when, and on what information?

Independence

Has anything been tested by a party that does not report to the people who built it?

Currency

Is the evidence current without a project running to produce it?

Method

How it will be built, stated before it is.

Practitioner interviews

Structured, on the record where permitted, anonymised in aggregate. Sample and sector mix published with the results.

Documentary evidence

Where an organisation consents, artefacts are examined rather than described. Self-report is labelled as self-report.

Published limitations

Sample size, geographic skew and every question that produced an unusable answer. Including the ones that make the index look worse.
